 Build the jagdtiger for sure! mean looking tank.

As for the tracks, the TTS (treadmill) is the way to go, and even
better again is a sprocket driven TTS. Im assuming drawing up a simple
sprocket and making the parts will be no problem for an Architectural
Modeler!

For motors I agree with Doug, it will be hard to find a nicer motor at
that price.

Programming the controllers is the least of your worries, 9/10 times
they come with step by step detailed instructions, simply work through
it and if you get stuck you can always ask the group.

Have a look around www.mcmaster.com most if not every part needed to
build the mechanical workings of a tank, also look at www.robotmarketplace.com,
good site for motors, controllers, all that jazz.

Have a look at my tank www.rctankcombat.com/tanks/T063 , the
suspension I used is quite simple, all the parts are quite cheap too.
