Unless you have a lathe, cutting out 32 wooden wheels will be difficult.
However, it is a very effective way to shape any dimension you need. If you
are interested in ordering plastic wheels, try the Surplus Centre:

I ordered a handful of 3.5" solid wheels CHEAP and they arrived in good
shape. Fortunately, they are exactly 1:6 scale of the Sherman HVSS bogies
so....I need to order 18 more. Watch out, though: even if wheels are cheap,
they can be expencive in large groups.
