The problem follows the Victor. I was hoping someone knew of a "super-reset"
or something. I tried resetting to factory defaults but even that didn't
work. I wonder if you can get those things repaired. I'll try to contact IFI
Robotics.

 

Looks like I may be back on EBay shopping for ESCs, Derek.

Along those lines, you could plug it into the other track channel to see if
it sees the PWM signal.  If it does, it could be an issue with your
receiver.  If it follows the Victor, it could possibly be bad.
