nope.  and what are you looking at as frontal steel? i see a set  of steps 
going up the face of it and a heavy draw bar behind it.
 
it's an artillery piece, nothing more.
 
now i have seen them 3 wheels things with these sort of wheels on them, but 
 those where to help the vehicle get through mine fields (if i remember  
correctly). those wheels (not sure if this is their reasoning for using them)  
would also air in keeping it from sinking into and soft or muddy ground, 
giving  it a larger weight bearing surface but not requiring the extra 
material to build  a larger wheel.
 
i'd rather see more on them 3 wheels vehicles with these wheels on them  :)
