You can't just "sell" government property.  Doing so without proper
authorization is
a federal offense.  Everything is accounted for on hand receipts.
Anything the
government wants to sell would have to go through DRMO (Defense
Reutilization and
Marketing Office) and offered up to the rest of the government for re-
use.  Some
things are just not work the time or money to pay someone at DRMO to
catalog, list,
store, test, and re-distribute.  If the items sit around long enough
without being
re-distributed, they can be released to civilians through government
auction or sale
(like sit around for a LOOOOONG time).  It's kinda like, some of the
things we did
in the pharmacy.  Sure I could've sent some expired drugs back and
gotten pennies on
the dollar for the return, but the postage was more than the drugs
were worth.  Some
things are just easier to throw in the recycling bin than worry about
re-sale.
The government looks at it the same way.  In a trillion dollar budget,
what is an Ebay
sale of $20 gonna do?  And why risk a federal charge of theft for that
Ebay sale?
