they don't allow a combustion engine due to the possibility of  the vehicle 
getting rolled over and any chance of a fuel leak or fire or the  likes. so 
they ant to keep it simple and safe (required sealed batteries) - that  and 
if something breaks during a battle, there's a better chance someone may  
have a part you may need to get it fixed and back into battle
