Cable tensioned tracks have been around for awhile.  The US half-
tracks and weasels of WW2 had cable tensioned tracks.  The RipSaw,
though it may look innovative, is basically a Churchill tank with no
armor.  Steering is by braked differential, really basic stuff.  I
think the Howe brothers only real innovation is the use of the tubular
steel space frame but I may be wrong.  These guys built a tracked
swamp buggy several years ago and the video went viral for a while.
On the strength of that experiance they were able to get their
congressional representative to get the army to throw some funds their
way to build the ripsaw.
