Mark, Yes, you can refill during the battle. 80 shots is not a lot. The issue is refill time, or how much battle time will be lost refilling your little tank. Also, with the limited air supply your gun will be going burrrbbbbbb... more often which leaves you defenseless a higher percentage of game time. Also, with your tank taking more time at home-base leaves less time for your teammates to use the base (only one tank in base at a time).
