That looks like a side of the central hull if you were going to make the sponsons as separate units that attach to the outside. Everybody does things a little different, I guess. My Sherman body had the sponsons, top deck, and part of the glacis as one unit that would hinge open, similar to many tanks I've seen on the site. That allows the sponsons to be extra space if needed, while allowing better access to the batteries and drivetrain. I really need to recut the lower hull in 1/2" ply for the sherman... I don't think the existing 1/4" would survive a trip across the driveway. Admittedly, my dirt driveway is a litte rougher than most people's.
