I think it's pretty clear. The MLRS is a 'movable piece of artillery which fired rocket propelled rounds from one or more tubes'. It doesn't get any clearer than that. Additionally, it's not regarded in any circles as anything beyond a piece of mobile artillery (i.e. no one thinks it's a tank). It should get 12 shots .
Technically, Rocketman's got one tube, but got an exception. If you really wanted to get technical, it's not a rocket launcher because the TOW system fires missiles, not rockets. But nonetheless, going by drive system to get more shots on a rocket launcher skirts the intent of the rules, in my opinion.
