Personally I dont see the point of designation until an asset is fully operational and battle ready . Neil R that is what the pending page is more or less for, to show off one's (collective) work until it is ready to apply for a designation number. maybe the page should be listed simply as WIP's as someone (newbie) may come across the site, see the page of tanks that have been designated with a numbers and wonder if there are any tanks currently being made by others - then he'd see the WIP's page and go there to see what's being worked on.
