See http://www.rctankcombat.com/tanks/T001/02Workbench-large.jpg which is just a round wheel made from stacked up plywood, sealed to be waterproof. The original wheels were made round by rough cutting them on the band saw, using a dead-center clamped to the table and then re-fined using the belt-sander, using a dead-center clamped to the table. Simple to make and inexpensive.
