Whenever something depends on a bolt sliding through a hole I start to worry about what happens when an off-angle force is applied to the bolt. For example, what will happen when the far end of your bumper hits something. The bumper bar will try to swing in that direction, causing the mounting bolts to see lateral forces, not forces directly inward. That will cause the bolts to bind in their slots and, if sufficiently strong, will cause them to bend.

I would consider a bumper that uses leaf springs. Leaf springs can be made using either flat or round spring steel (e.g., piano wire) and can be made as loose or as rigid as you want by varying the number of pieces.
