This appears to be some folly where the public enters body designs to fit an existing chassis. From past "design contests" from Local Motors it appears to be a concept where a manufacturer sponsors a design contest and gets some cheap design work done in return. I assume Local Motors skims some off the process. I guess some enterprising sales rep at LM sold the concept to DARPA.
