These answers all make sense.  I noticed at RC warship battles that some 
experienced captains hold back and wait until others are distracted or out of 
BBs.  Reloading is not usually an option though.
 
I try to hold back, but I'm not known for my patience.   I am known for 
swimming to retrieve sunken ships often, and I set a personal record of sinking 
3 times in 1 day at a regional last month (not really a good thing).   That's 
why I doing tanks- they don't sink.
 
For reference, at the Nats warship battles they do compare the numbers of holes 
in ships vs. the number of BBs the opposite team fielded.  I think 10-15% hit 
ratio is normal at Nats.

Impossible to determine ... we've never counted the total supply of paint 
before and after the battle.
