Yes they are considered destructive devices and no they are not impossible
to own.  It depends on your state laws.  Minnesota law forbid them even
with an NFA tax stamp.  Texas allows ownership of them with the proper NFA
paperwork and tax stamp.  The same goes for short barreled shotguns, short
barreled rifles, and fully automatic weapons.  All legal to own depending
on your state statutes.  I am not a lawyer so consult one if you are
uncertain about ownership of these things in your state, but I am an avid
gun owner and shooter.  All of the tanks that "were" part of the Ft.
Snelling Military Museum before it closed were not de-milled.  If they had
all the proper equipment they would fire, but those tanks were also still
property of the United States Military Preservation Society and therefore
technically owned by the government still.
