A tank rolls on its road wheels, which in turn roll on the inside surfaces of the track links. The drive sprocket pulls (directly if rear-drive, via the rear idler if front-drive) on the portion of the track behind the last road wheel. Since the track is pinned to the ground by the weight on the road wheels the net effect is to move the tank chassis forward. The rate of movement is determined by the number of track links the drive sprocket can affect over time. If the drive sprocket is toothed it's a simple calculation (number of teeth x track link length including space).
If the drive is not toothed you could wrap the track around it to get a reasonable approximation. Another approximation is to calculate the diameter of the drive drum. Adding twice the track thickness to the drive drum would give the outer circumference of the track as it passes around the drum (ignoring any non-circularity due to flat links) but be aware that the space between links is typically greater in this condition than on the ground where it counts.
