If what Mac is using as the basis for his work is the draft of RDA that was distributed for comment in November 2008, he's right. That version of RDA was not meant for use. It went out as a draft for comment. The JSC then compiled the comments received and, along with help from the constituencies, prioritized what they felt were the most significant comments. These, then, were reviewed and discussed by the JSC at its March 2009 meeting. As a result of those discussions, there have indeed been changes to RDA content since the November draft went out. Currently, the RDA Editor and the JSC are making the final revisions to RDA content prior to submitting it to the Co-Publishers at the end of this month. I hope this provides some insight into the sequence of RDA content revisions since last November. (If Mac is using something other than last November's draft, then I stand corrected.)
