It's not necessary to use both, only a preference among three (just
$a, just $b, or both).  Our shop is posting both terms and codes, in
part because I feel it's easier to remove something from the record
than to add it in.

Plus, if someone wanted to use the codes to generate different
terminology in the display, they may do so while ignoring/removing the
term in the $a (and for the sake of argument, ignoring other parts of
the MARC record that might duplicate this info, e.g., LDR/06 and
007/00):

MARC record:
 336 -- cartographic tactile three-dimensional form $b crn $2 rdacontent
 337 -- unmediated $b n $2 rdamedia
 338 -- object $b nr $2 rdacarrier

ILS innards:
 Convert $b crn + $b nr to "Globe, etc. (Braille)"

OPAC display:
 Material: Globe, etc. (Braille)
 Title: ...
