This is the same message you saw before - and is caused by a
Windows permission failure. See http://support.microsoft.com/kb/810881/sl
which may help you. Are you running rdiff-backup as
administrator?
There is only one (admin) user on that machine.
..and the error is same on external driva and internal one.
This seems to be a long-standing problem with rdiff-backup - see:

This gives some suggestions for fixing it (at line 993 of rpath.py)
but I can't recompile the Windows rdiff-backup.exe.
If you backup from your Windows machine to Linux machine and
Linux-format volume (such as ext4) then I think this problem will
disappear. Good luck!
