I agree with Noel, this is something generally interesting that's not automatically RDKit specific. I'd be happy to host it within the RDKit Python hierarchy or help provide parts that are RDKit-related if someone does it somewhere else. I will play around a bit with the idea this weekend and see what I can come up with. -greg
