I've used NREL's data (PVWatts) to compare trackers vs. fixed. Here in Taos, its worth the money for the summer, but not cost effective for the winter. I only recommend them now for water pumping (summer max load) and grid tie. I have no reason not to trust the NREL data. Its correlated with our experience over the years nicely.

I have heard anecdotal reports that tracking does not deliver the increase in power that was originally reported, especially in winter. Are there any recent studies on PV tracking that might quantify these values? I would like to compare tracking in off-grid and grid-tie applications.
