I was working via email, gratis, with a couple who applied for the grant 
several years ago. It was denied. The reason given was the owners "handicapped" 
accessible improvements overlapped the qualified agricultural improvements. A 
clear distinction between the two usages was emphasized. 
They did find, after a number of phone calls, someone with the USDA who was 
tasked with explaining to applicants the fine points of the process. She failed 
to mention the accessible clause but was otherwise very helpful.
