Not sure how you came to that conclusion.

Comparing for example the Poly Kyocera and the single crystal Solarworld and 
Suntech, there is less than 1/2 of 1% difference in PTC derating. 

Sanyo comes out about 2% better, but costs 30-50% more per watt.

Single crystal is often touted as being better for low light conditions, and it 
is - but so what? On a heavy overcast day insolation on the panel might be be 
down 95%. Single crystal is typically about 3% better under low light, so 
instead of getting 5% of the nameplate rating of the poly panel, you are 
getting 5.03% - or about the same difference that a 1 degree panel temperature 
makes.

  A polycrystalline module is never going to be "top shelf".

  First Quality would be Sunpower, Solarworld, Sanyo, ????
  Check the new CEC module ratings. Apparently most modules were further 
derated. A few stayed the same or went up slightly.
