An alternative is finding another panel from the same vendor that has a lower Vmp / Voc, but the same Imp, and creating a "12 1/2 panel" string.  Recall that Imp is based on cell size (or number of paralled cells within the panel), while Vmp is based on the number of cells in series within the panel.  Get with your module vendor and see if they can help you find a combination of panels that will work.  For example, the KD135GX-LP and KD180GX-LP have the same Imp, but different Vmp -- they should work well together to "tweak" Vmp and Voc from an array.  The comment that Vmp is going to go down with age is something you need to seriously consider.  If strings of 12 are marginal now, they aren't going to be less marginal in the future.

You may also be able to achieve better packing of the panels on the supporting structure by adding different sized panels to the end of each row (or in the middle or creating geometric patterns, etc) with this same technique.
