Hi Darryl,
Most tower companies should supply the structural and foundation design and
engineering. The only engineering the installer should need to provide is
geotechnical (soils). If the soils are not within the strength parameters
that the tower foundation is designed for, you may then need to pony up for
foundation re-engineering.
