Hi Kirk,
I believe this may be solved by good old definitions within 690. I do not have my 08 here as a Journeyman borrowed it to study, but these definitions have not changed, this is from 2011 NEC:
Photovoltaic Source Circuit: Circuits between modules and from modules to the common connection point(s) of the DC system.
Photovoltaic Output Circuit: Circuit conductors between the photovoltaic source circuit(s) and the inverter or DC utilization equipment
are not the same as -
Inverter output circuit: ...Conductors between the inverter and the service equipment...
My take on it is that 690.4(B) does not allow DC side PV wiring to be mixed with conductors of any other systems without a partition, period.
It specifically states PV Source Circuits and PV Output Circuits and does not address Inverter Output Circuits.
Considering these three terms are all well defined specifically in 690, I think your inspector is wrong.
Of course that will not make you right...unless you convince your inspector otherwise. Keep on educating the inspectors!!! Hope this helps
All the best,
