AFRA is a setting that is used when the SI is in an off-grid situation (can be grid tied, just that the grid is not available). If there is a generator that is providing power at a higher frequency, when the Sunny Island disconnects from the gen, it will lower the frequency (below 60Hz), to adjust clocks for the higher Hz that the gen was providing.
