Friends:

A prospective client has a 200 amp meter / main / combo.  There are only a few breakers in it feeding the well, the pool house / barn and the garage.  There is no breaker feeding the sub panel in the laundry room that has all of the branch circuit breakers for the house.  Instead there is a plug-on connection block feeding a large gauge aluminum romex feeder into that sub-panel.  The plug-on connection block has hex set screws large enough to handle the feeder conductors.

Having no circuit breaker, this feeder is over-current protected by the 200 amp main breaker.  Is this legal?

To rephrase the question:  Does a feeder require a dedicated circuit breaker?
