In Southwest Florida, we can typically do electrical 1-line schematics ourselves as licensed solar contractors, but all jurisdictions required PE signed and sealed structural drawings, or at a minimum a signed and sealed engineering letter with wind load calculations. Some jurisdictions require that the engineer certify the building is capable of handling the loads. Off-grid systems are not exempt when installed in/on a structure.
What's interesting around here is the huge range of fees and inspections required by various AHJs. Some jurisdictions seem to have a moving target with respect to documentation requirements and fees. I also just received an 8-point rejection letter from the Fire Marshal on a commercial PV plan. None of these points were valid/applicable except for one - I did not show clear pathways per NFPA 1, Chapter 11 on the layout.
