I have to agree with Dan. Making disconnects that can open 1000vdc under load as compared to 600vdc under load will be far more pricey. To "Rate" all gear for 1000vdc will be prohibitive.

Higher voltage means: Clearance / creepage distances are larger (thus bigger parts or products). Insulation must be thicker (or have a higher dielectric rating). This results in more rigorous (consequently more expensive) UL testing. Etc.
