Larry I believe that APS ( Bluefrog <http://bluefrogsolar.com/aps-inverters>) micro inverters can be adjusted down to 180 VAC, so they should work line to line in your application. I know that their spec sheet and manual do not indicate that, but I have installed them in adjusted for a 208 VAC and they have been sending adjusted units to Hawaii. You will probably have to contact them directly to see what can be done.
