Jay, we build solar pool heaters from PVC mats, I'm sure you have seen them.

You could put one system on a roof to heat the water and another in the
pool of water, on the bottom, to transfer the heat. The material is
impervious to salt water.
All you would have to do is circulate the water. As it is unglazed, the
systems work best to transfer small temperature differences to large
amounts of water (swimming pools, for example.) But there is no reason it
would not work for other uses.
