"Spare" batteries are different than "installed" ones. But obviously nobody
in their right mind is going to check a sawzall etc. with battery
installed, that would be interesting the belly of the plane if the safety
and trigger both got tripped.
Also, TSA sees your driver, impact, sawzall on the x-ray for checked bags,
They open them to make sure no spare batteries are included. This has been
90% for me recently. Collecting the TSA "we opened your bag" cards and
sticking them on the fridge.
One of my students is a GI Bill vet and works TSA at DEN. His info has been
great.
