Once again, the '/Definitions/' Geek leers his ugly head. 690.45 specifically applies to /PV Source/ and /PV Output/ /Circuit/s only.  Checking the definitions in 690.2, both are defined as DC and before the inverter.  In your case, the circuit is defined as an /Inverter Output Circuit/. You are held to 250.122(B) and you have to increase the EGC proportionally with the increased conductor sizing.
