When I have a call like this, usually they do not have an understanding of
the costs.  Then a design fee it usually ends there.  I have twice done a
preliminary design expecting to get a design contract but only wasted my
time.  One of these potential customers did get a system design from
another and did get a system not what the customer asked for but greatly
reduced.  So a design fee first.
