I don’t believe the problem was galling, the bolt was already seated and I was just doing a final torque on it. Tightening wasn’t excessive for the size of the bolt. Looking at the cross section of the bolt it just doesn’t look like it has solidified in the mfg. process. I think oxides were formed from metallic impurities during manufacture or some other related cause.
