It sounds like you need a new set of calcium based batteries, or LFP
batteries, if they can afford them.

Remember Lead Antimony batteries want to cycle, calcium batteries, can sit
in float for years...Even so, I still like to cycle Lead-Calcium at least
3-4 times a year...  If you use a Lead Antimony battery in a backup
application, it's a good idea to cycle them 15-30% at least once a month.

17 years is a bit aged for AGM batteries, after 10-12 years, since they are
starved electrolyte batteries they tend to dry out, this will cause severe
loss of capacity.
