Hey Corey, that's a real can of worms that can go either way depending on the AHJ. We've spent quite a few hours trying to develop a better approach for 2023, not that that'll help you anytime soon.
I can say that you'll twist yourself into knots with the NEC® definitions of building and structure, and still not be clear. I would recommend digging into the building and fire codes that are enforced locally - they have different classifications of buildings and structures, and while they are not directly referenced by the NEC®, you may be able to get local officials to "work with you" based on the language in them. (For example, a 2023 proposal is to exempt buildings that don't have habitable rooms, which is defined in the 2020 NEC®; other building types as defined in the IBC may provide the basis for exempting a current carport application, but YMMV).
