This appears to need a national approach and not just a local solution.
I personally think that going through the process of CMP as outlined by
Brian has a better chance than me trying to influence a legislator.
What's in it for them? They would have no affinity for the problem. To
go to the RI State people would be a spider's web that I just would not

The NEC isn’t law in itself. It is written by a private entity (NFPA) and
adopted by municipalities and states. They can adopt whatever version they
prefer. It’s within the rights of any jurisdiction to adapt or amend the NEC as
they see fit.
Rather than grind through the NEC process, maybe you could go to a friendly
legislator or city council member and say “The RSDs are a bigger threat than
what they are supposed to guard against. Delete that part.” No idea whether
this would be harder or not.
It might also have the salutary effect of influencing the NFPA to speed up the
process of correcting mistakes.
I do get the impression sometimes that the process is “Here’s an experimental
piece of hardware made by only one manufacturer that solves a problem that will
happen less often than this hardware failing. Let’s mandate that.”
