That is how I am reading it. Complying with chapters 4 through 9 would be required. However, I think it will be impossible to comply given the fire suppression requirements. This is a remote off-grid installation, and water supply would be an issue. And I'm not sure how to go about finding someone to write up a commissioning and decommissioning plan.
