You are referring to a distinction between “PV Source” versus “PV Output” circuits. Unfortunately, according to the code all “PV system circuits” are considered when determining the requirement for RSS. As I see it, the disconnect you suggest does not remove the requirement for RSS if any “PV System circuit” is “installed on or in” a structure that is intended for any use in addition to housing PV equipment. This applies to a ground-mount PV array. I am not arguing the requirement makes sense—I believe it does not. I am just suggesting how a literal reading of the code would be interpreted. Being able to understand this will prepare us to anticipate what a building inspector or plan checker might require. See text of code below. *690.12 Rapid Shutdown of PV Systems on Buildings. **PV* *system circuits installed on or in buildings shall include a rapid* *shutdown function to reduce shock hazard for firefighters in* *accordance with 690.12(A) through (D).* *Exception: Ground-mounted PV system circuits that enter buildings,* *of which the sole purpose is to house PV system equipment,* *shall not be required to comply with 690.12.* I would argue that if you could mount the outdoor portion of the mini-split on a backboard or pad separated even inches from the home, you would not be required to have RSS.
