I apologize but I have occasionally whined here about permitting problems. When I have problems that may require repeating my case over and over, I try to make the time to build a web page. This way I can guide someone to the page and they have all of the facts at hand. I have been meaning to create an overall background and index page for the many problems I have with one specific department.
