Depending on your exact needs you could consider parsing the time from the headers returned by all web servers for any http request.
I've found this a useful technique in some scenarios, mostly when I just wanted a quick and dirty way to warn a user that their system was not time synced to a particular server.
If their clock varied more than 15 min from the time in the http header, I'd warn them to check their time zone and DST settings.
