Yes, though you can test the compiled app as-is on a separate Win32 machine without it.

2) Should I get Windows XP Media Center Edition 2005 or Windows XP Professional? Which OS would you get? All I really need it for is RB testing, iTunes and maybe some games :-) I'm getting a Dell Dimension(TM) 9150 Dual Core 3.2GHz

I have regular XP Pro and it works fine even for RB 5.2.4...
