Does any one know of a cheap or free mass emailed so I can send out
notices of my new software that's completed?
I don't need a real fancy one just one that can send emails to all
my end-users with a simple update notice.

I've just been through a search for this myself. Try MaxBulkEmailer
along with their eMail Bounce Handler.
