We are now more readily able to reproduce the tab panel control bleed
through issue.
It appears that clicking the tabs in the window editor 'encourages'
the bleed to occur.
In other words, our app has been working steadily for three days with
no bleed through. We opened the project in RB and ran it - all was ok.
Then we opened the window with the tab panel in the window editor in
the IDE and clicked a couple of tabs then ran the project again.
Controls then bleed through.
If we tweak the controls that are bleeding through 1 pixel in any
direction, and re-run the app they don't bleed through - until of
course we click on a tab and then cycle starts over.

Your report is essenetially the same as my pdlhneoz . I accidently
found out that I can "cure" my problem by setting the composite property
for the window to True
