Or, perhaps the best solution IMHO, simply make your passwords case- insensitive. I don't buy the argument that supporting case makes passwords significantly more secure, but it does make them significantly more of a PITA.

You and I may not think case-sensitivity makes for a stronger password, but as long as some of my users do, it's still an issue for me.
