Isn't that logic wrong? If I'm making a Carbon app, I'm not
necessarily deploying for OS 9, yet I get a rsrc based app without

No. You get a rsrc based app with both a BNDL resource and a 'plst'
resource. OS X pays attention to the latter, as far as I know.
I believe the correct way to say it is: If you deploy for "OS X only",
a plist will contain the drop info, otherwise it'll be in the BNDL
resource.
No. Indeed, it's the presence of the plst resource which allows the
Finder to know that it's an OS X-compatible app, and doesn't need to
launch Classic.
