Of course. Conversely, why would you need PHP at all? The entire process can be handled via RB. Since this is an RB mailing list, and we are a community of RB developers, and given that either language could handle it, RB seems like the sensible choice to me.
There also comes and issue of categorizing. In our case, a web forum would likely want to have categories. But when receiving an e-mail, how would we know where to put the message?
We know because the message was sent to a particular list, which corresponds to some category. Again, please see LUGNET. It works very well.
